For Connection Refused problems, I ususally start by running a packet trace
on the Windows box using Ethereal (http://www.ethereal.com) and seeing
exactly what packets are going back and forth.  Is there a firewall between
the Windows box and the iSeries?  It could be preventing the connection.
Also, you can possibly turn on some of the toolbox tracing to see better
what is going inside there.
