Yes...I forgot to mention that.  PASE is installed.

Actually, I read your post from last February with interest since it
appeared to be a "direct hit" on my problem.  How did you get the properties
"to take" and how did you know for sure.  I suspect something isn't getting
set.

The InfoCenter listed the places that the JVM properties are set.  One
setting mentioned was:

Using the QIBM_JAVA_PROPERTIES_FILE job-level environment variable to point
to a specific properties file. For example: 
     ADDENVVAR ENVVAR(QIBM_JAVA_PROPERTIES_FILE)
       VALUE(/qibm/userdata/java400/mySystem.properties)

We don't have that setting here.  Do you think that is needed as well?

Do you have "5722SS1 option 33 OS/400 - Portable App Solutions Environment "
installed?  I think PASE is a requirement for running headless AWT.
