How to retrieve last modified date of IFS file? -- JAVA400-L

How can I retrieve the last modified date of a file in the IFS? I've tried the following but all I get is a 0.

File helpFile = new File("http://www.mysite.com/extranet/Documents/help.pdf";); modDate = helpFile.lastModified();
