retrieve job status from Job Name

Hi
Is it possible to retrieve job status in CL or RPG, if
i know the job name and subsystem.
I have tried using 
WRKACTJOB  OUTPUT(*PRINT) SBS(MAPSSBS)
and then trying to read spool file QPDSPAJB, but when
i call this program from java i get message saying
spool file QPDSPAJB not found in this job, because the
spool file is created in the outq of user calling the
programs and not in job outq, 
I am trying to use QUSRJOBI API, but i guess it needs
job name, number and user, and i dont have job number
and user
Any suggestions about it
