Follow-up, my mistake...  I had changed my machine to default to JDK1.3, so
what I thought were JDK1.4 runs were not...  the failure is quite different
under JDK1.4  This may or may not be a clue...  looks like a classpath
problem in this case.

JDK 1.4 results:

 java -Djavax.net.debug=all -showversion ssltest www.verisign.com
