I can't test the code for you, but I can tell you that RCLACTGRP used in
this way is lethal.  *ELIGIBLE should only ever be used during development
and _never_ (in my opinion) in production code.  It is so hazardous that if
you check the F4 prompt for the command IBM have even removed the option
from the list!  The only place it appears is in the Help text.  Does that
give a hint <grin>
