QJVAEXEC is the job name I see when my JSP pages are being compiled. It doesn't really tell you anything. It just kinda confirms that JSP page compilation is the cause of your slow down. Job QJVAEXEC is probably used for some other things too but if it kicks in during the wait on your first hit and it is sucking up some CPU then that is what is going on.

Is it a servlet or a jsp page? If it is a jsp page the delay may be the compilation of the jsp page into the servlet. Look for a jobs called QJVAEXEC with WRKSYSACT in automatic refresh mode when you first access the page. (You may not have WRKSYSACT. I think it is part of Performance tools. If so, use WRKACTJOB instead.) JSP page compilation is my biggest performance hit.
