I won't be able to duplicate this tonight, but it sounds like you 
could be running qshell in a batch subsystem with maxact or 
activity level set too low. QShell and Java will start up jobs or 
threads and can give errors like you describe if you have the 
subsystem restricted. For example, the find command with 
an exec in a loop will cause three jobs to be started and gives 
a resource error if there are not three slots open.

We've just recently upgraded to v5r2 and received the following

Checking the archives, I found the link:

But no one really explains *WHY* "System resources not available to
complete request", or how to avoid it in the future.  The message
itself
has no second-level explanation.

Can anyone explain what's going on?  Also, I noticed that there's a
Retry option for this message.  It's too late for this go-round, as
someone already cancelled the job, but would a Retry after waiting a
minute or two be worthwhile?
