I don't know what's causing this but I have two suggestions:

1.  Check the linkedException via getLinkedException() in your JMSException.
Sometimes this has useful information, such as the actual MQ reason code
returned.
2.  Turn on tracing as described in the Using Java book under Chapter 4,
"Solving problems".  I'd recommend MQJMS_TRACE_LEVEL=base

Please let us know what happens.
