Lo,

you can't use the so called native driver accessing the as400 from a win 2k 
box and putting the application to WebsFear on as400 you will kill that 
machine running 20 minutes for one response. In all my experiences separating 
webserver and database improved performance significant. comparing the native 
driver to the toolbox driver id didn't see a great diffrence (< 20%) and for 
some queries the native driver was slower.
