Struts 1.1 Logging -- JAVA400-L

If anyone on this list is using Struts 1.1, have you figured out how the
heck to control the amount of messages it dumps in the logs?  All of the
books say you just need to turn on commons-logging and configure the
severity level of the messages you want to receive, but they do not go into
real detail.  I cannot seem to get this working.  I get messages for every
"GET", every "Tile"--everything.
