Am I correct that the only way to manipulate the library list before a
Toolbox ProgramCall is to do a CHGLIBL command via a CommandCall first?

Are there any occasions when this method won't work? 

Are there any technical reasons why ProgramCall (and CommandCall, or even
Job) couldn't have a setUserLibraryList method?
