Eclipse itself is free - as are many of the hundreds of plug-ins that people
have made available for it.  The WebSphere Development Studio (which WDSC is
based on) is IBM's chargeable edition of Eclipse.  For what you get in the
basic Eclipse workbench, see www.Eclipse.org
