For Case 2. DECIMAL length 8 scale 2.
File Data = Hex 4040404040 (Blank)

s = rs.getString(j) can not be tested for blank because the string s has a value
of 4040404.04 and a length of 10. Presumably this is because the class sees this
as DECIMAL rather CHAR.
Also, I'm surprised that rs.getBigDecimal(j) does not throw an SQLException for
this case otherwise how can it be trapped?

Use s = rs.getString(j) and test it for blank and then
bd = new BigDecimal(s) and check for a NumberFormatException
