This is definitely not true in my environment. Most of the programming we do is driven by business reasons, and we try to choose the best language for the job. For example, for producing XML and transforming it to HTML, Java is a better choice than RPG at the moment. (And I don't foresee anybody writing an XSLT implementation in RPG any time soon.) Therefore, when we want to produce HTML invoices for our customers, the reasonable thing to do is to take the existing RPG invoice-printing program and insert calls to Java classes that work with XML. Threading and performance don't make the decision, although they may be issues that have to be addressed.
