This may depend on what version of Tomcat you're using on your PC and how many applications use it. If your servlet is the only place that uses it, you can place jt400.jar in the lib directory of your .war file and it will automatically be found. If you want to share jt400.jar between multiple applications (ie multiple .war files), see the documentation for your version of Tomcat as the location varies from version to version.
