Mike, jCVS provides a CVS client, but not a server. I used it a while back but it has not kept up. It is OK for simple check-in and check-out. The Python based viewCVS is a much better Web client. Ant has some pretty good built-in support for CVS that integrates well with Java and some of the Java IDEs, but it is also a client.
