That doesn't seem to be the case on my V4R5 system.  Here's the dialogue
from the command entry screen:

 > dspjvapgm '/qibm/proddata/http/public/jt400/lib/jt400Access.zip'
   No Java program associated with the class file.

/qibm/proddata/http/public/jt400/lib/jt400Access.zip comes already
crtjvapgm'ed.  This jar has the same classes as jt400.jar minus the vaccess
(GUI) classes.  If you are on v5r1 you can also use
/qibm/proddata/os400/jt400/lib/jt400Native.jar.
