Mark,
    I see you mention that the toolbox is in the classpath, but I'm not sure if you mean in the "Workspace Classpath". 
    I just wanted to clarify that I wasn't ignoring what you wrote, but that
sometimes when people are new to VAJ (like me) they don't realize there are
multiple places to set class paths for different reasons. 
    Anyway, if it isn't in the workspace class path, that is set at Window->Options select Resources, then browse.
    If that is not the solution, let me know and I'll see if I can be of some help.
