The Toolbox driver can be used to connect to an AS/400 from an applet.

Could you have your URL wrong? AS/400 toolbox uses
jdbc:as400://as400hostname
Could you have the classpath setup incorrectly and the printStackTrace()
isn't going where you expect it to, thus the toolbox driver never gets
loaded.
