How about just using the CL command 'Java'?
I have no idea how one uses CL from RPG, but I presume you can do it
somewhat easily.

The other thing you could do is write a C program to use the JNI APIs to
actually start the JVM yourself and call java code in it.
Because of some RPG versus Java threading issues, I'd probably try the CL
command first.
