How would I do that? I'd e-mail the *.html file to the intended end user and let them print from the browser... But you want to e-mail them a link (correct?). It's true that link doesn't have to be http://something <http://something> . Another alternative is ftp://something <ftp://something> ; this would require you to run the FTP server on your AS/400 and expose that to the internet. Then the end user could download the html file via FTP and, um, print it from the browser? I didn't understand what the link was supposed to achieve. Do you want to prevent the user from printing the report? It looked like you wanted the user to be able to move the report to a different outq? Perhaps you could clarify what you do want.
