Normally it means that you have not installed the JDK and so the Java
compiler cannot be located.  If you haven't installed the JDK then check
out the instructions in the documentation.  You can also find some
troubleshooting help at IBM's VARPG newsgroup.  If you haven't been to this
group before click on Help in the designer and select ".... on the web"
from the resulting pull-down.  Scan through the "old" postings and you'll
find lots of help in resolving such problems.
