Sorry for the confusion, it is a test PTF (although it doesn't show up as one). 
IBM 
opened it up for a while so we could download and apply it.  This PTF was 
recommended by IBM based on a post mortem examination.

We ordered it through ECS.  You can download a 300M service pack but not a 
30M ptf.  This holds true even if you order it on the web.  I can't remember
the 
exact cutoff, but I think it is 2M.  We are using V4R4 here.  I remember
reading 
that this affects V4R5 also.
