I disagree slightly on this. There is an entry barrier of getting a 5250 emulator on the users machine, which is somewhat steep. I also believe it is impossible to get Client Access on a Windows PC for a plain user.The problem is that Client Access is not a "zero footprint" option like a browser. Even though most machines have some sort of free 5250 capability (thanks to things like TN5250), they're not as commonplace as browsers. I had to install TN5250 on my EEE PC, while Firefox was already there.
