Domino 8.5.3FP3 Sametime 8.5.2IFR1

I have a ticket opened in which I could not get a scheduled meeting to go
active.
This seems to be a recurring action.
While they are working on the ticket I noticed that when I dropped the
Domino server controlled that the SCHED job never ended.
Is there some way to monitor for whether or not this is hung? I want to
do this with an automated process. Like have an agent schedule something
and check to see if the task is not completed by a certain time interval
then notify LocalDomainAdmins to get on this.
