That will only work for clients that connect during that one day.
Depending on your userbase, you will not get everyone. Notes does not have
a good solution for this scenario. that I'm aware of.

For question 1.

I don't have a good answer, but

set the password expire policy to 1 day, (force everyone to change pw)

then reset to a longer period.
