File - Tools - User Security
Your Certificates - Other Actions - Mail, Copy Certificate
Paste it in an email to you
Open the person doc - Certificates - Notes Certificates - and replace the 
Notes certified public key with the sent

The old emails are lost forever.  They were encrypted with a public key 
that you don't have a private pair to decrypt.

I have a user getting this message:

How do I get around it?  They are the intended recipient of the email.
