If you are just running the instant messaging client built into the Note client, you can freely run a Domino server for Instant Messaging if all you use it for is Instant Messaging. As soon as you want to run something else on it (same DPAR or another DPAR) you will need licensed Domino server. I find it hard to believe that you would run a Domino server on iSeries for just IM, so I'm sure you will need a server licence.
