What if you configured the DR site as a cluster server? Is it a live site that you could continuously replicate to? Notes would know to look for that failover site. However, if you can't resolve the FQDN to that other site, it sounds like you may have more than a Notes issue. Are you able to resolve the DR site from the Windows Ping command?
