Cluster analysis tool

Is the cluster analysis tool a part of the Domino Administrator?  Right 
now we're using software from Akornn to automatically change the ACL on 
all databases to include LocalDomainServers and LocalDomainAdmins, and to 
replicate each database on a primary server to it's cluster brother. 
Therefore if we add a new user their mailbox will automatically get a new 
replica on the cluster brother, in the same subdirectory.  We also have 
hundreds of non mail databases that need to be replicated over also.
