We do pay our bills on a timely fashion.  One of our founders would rise 
from his grave and disembowel us if we didn't.  For some reason they use 
Smiling Jack to funnel all key requests.  Maybe they dump it on his lap to 
make sure that we are current.  I think that's your point.

I recently did the IBM thing for a week.  We never did get a key from one 
vendor during that week.  Frankly, I'm still waiting on the return phone 
call, and it's been a few weeks.  We pre sent the tapes and IBM started 
the restore for us.  Had most of it done before we got there.
