It would be helpful if there were some documentation on this dtaq.... I believe it's definitely specific to Domino because it's not on one of our servers without Domino. On my 2 Domino iSeries boxes, I don't currently have any locks on that file. You may want to just submit a PMR online and see what that dtaq is for.
