It can run either way. It can run with Domino down
There is extensive help text in the Admin Help nsf.
Many command line parameters to pick from

How does COMPACT work?






More specifically, does it run immediately, or does it queue the request
and run at another time (like as a part of AdminP)?  I have people telling
me that they're trying to compact their mail files and that it's not
working.
