Most state laws define groups for health insurance as employers, unions or
associations where the covered gtoip individuals are still working and
generally do not cover (as per SSI): Plans that only cover self-employed
individuals, COBRA coverage, retiree coverage, continued coverage based on
severance pay, health savings accounts,
Veterans Affairs (VA) coverage.
In addition there would be required policy covering each individual state
where you were going to define a group. The overall Association could not
pay for it on a national level.

This was an idea put forward back in the 90's, to no avail. I don't
recall all of the details, but since most of the members were not
self-employed, there was not much interest from either the membership or
potential insurance agents.
