Overlay print problem

I am having a problem getting an overlay to print from the AS400.

I created the overlay using Elixir - Design Pro Tools software.  You design the 
overlay on a PC.  Save it to .ove. Upload it to the AS400. Convert it to .ovl.

I used True Type Arial fonts for the text.  I converted the fonts to AFP.  
Example Arial 9 converted to COAR09NP.300.

I uploaded the fonts to the AS400.  Converted them to *FNTRSC and placed them 
in QAFPR library.

My problem is when I try to print the spoolfile that uses the overlay it goes 
right back on hold.

Since there is no job log for the printer I can't figure out what it doesn't 
like.

Any help will be greatly appreciated.
