Yeah, my company has subscribed to the PartnerWorld for Developers level of
membership with IBM.  I've found the PartnerWorld website to be difficult to
use and find information on.  I have been told (by other sources) that this
is not enough though, not only do you need the software, but in order to run
it and develop with it you need to have a software license.  It sounds like
what you are telling me is that this is not true?

if you are a developer, then see the IBM Partnerworld program.
They have special licensing options for developers.
