WDT is discontinued, but IBM has left the service packs on their FTP server.
This is completely unsupported, so check the FAQ at http://faq.midrange.com
as well as the archives.  Also search Google newsgroups for how to install
WDT on Win2K.

To get the fixes, you go to a command prompt window:
ftp ftp.software.ibm.com

For user ID, use anonymous.  For password, use your email address

bin
cd  /as400/products/ad/wdt400/v5r1sp5

Read the readme!  If you want the complete service pack,
cd complete
get setup.exe
quit

Be sure you kill all Code processes you might have running.
C:\WDT400\CODEEDIT /CM EXIT
Check the task manager to make sure all EVF processes are gone.

In the command window, run setup.

If you want the individual bits, mget or get the contents of the v5r1sp5
directpry and have at it.
