WDSC 5.0 eligibility

I'm still using CODE/400 from WDT v5.1 SP5 and we have V5R1M0.  Can we
receive WDSC 5.0 free of charge?  Our system admin believes we cannot.  It
appears we have a subscription to Websphere Development Studio (I see
entries in WRKLICINF for it).  However, I'm not sure if we have all the
required PTF's since we don't have a COBOL or C compiler installed.  How
can we tell if we're eligible for WDSC 5.0?  I'm really just interested in
getting the updated version of CODE.
