With mine (M$ Optical Mouse Blue USB) I had to first download the latest drivers (I had just bought it and there were already some new drivers) and then it worked. Every once in awhile I will need to go into the Mouse control panel and open and close it to make scrolling work. Don't know why though, but it does the trick.
