Cache option of compile? -- CODE400-L

Well CPO goes away in the next release (replaced by a much better Eclipse
based workbench) - don't know if/when we can expect any improvement in the
caching though.  I don't think as a user community we've made enough noise
yet.  Somebody who can do so (Rob are you listening) should maybe open a
PMR.
