RE: jni runtime library error message -- CODE400-L

Due to some kind of previous design decision, CODE contains a scheme to
look for the jni runtime in the following order:
1. Sun's JDK ( 1.2 classic )
2. IBM SDK (shipped with the product)
3. IBM Distributed Debugger ( with install )

In the future we will remove this scheme and use the IBM SDK installed with
CODE.
