AS/400 file returns Garbage in VARPG

I am trying to open an AS/400 file in my VARPG program.  I do it the same
way I open one of the test files (ADTSLAB/CUSTOML01).  Same F specs, and I
even wound up copying the physical and local to the ADTSLAB library to see
if that was the problem.  Didn't help.

This logical has 2 key fields, 2 Alpha and 14 Alpha.

FINP35L01  IF                K   DISK    REMOTE

I compile file, I run the program, and get no errors.  But, the fields
contain garbage, not what they should contain.  I've tried both chain and
read with same results.  CHAIN doesn't find the record, even though it
exists, *START     SETLL   INR35             99
         READ   INR35           99
99 is not set on in either case, still, my record contains GIGO

Is there a bug with VARPG or something?
