I've created a macro that solves my problem with the paste function. Basically, the macro traps the current insert/overtype mode and restores it after the paste function is performed. For anyone else who finds the native behavior irritating, I've posted the macro on the Rexx Macros FAQ page as "Enhancement to <Ctrl+V> LP_CLIPPASTE". Is there a way to prevent this from happening and if not, can a fix be added to the considerations list?
