I pressed the help button on the Communication Properties page, which
brought up this html page:

Use this pane to select CODE/400 settings that apply to the verification of
local files.

Default Server
Select a specific CODE server for local verifies. The default for this field
is the first available server.
Default CCSID
Type the default coded character set identifier (CCSID) to use for local
files. The default value is 37.
Note: Setting the default CCSID by setting the environment variable
CODE400CCSID is no longer supported
