Code/400 Designer error message -- CODE400-L

I'm getting a message in designer:

RC 50
More then one view window was specified for the view port to scroll

This happens whether I am trying to create a new display file or open an
existing one.  I just installed the toolset for the first time last week,
and don't think I have used the designer yet.  So I don't think I corrupted
something.

I am running Windows 2000 and installed WDT/400 5.1.  I tried this at
service pack 3 and then again at service pack 4 with no success.

Any ideas?
