I had a lot of trouble with the recently used file list and other options
being remembered until I increased my environment size.  I added the
following line to my config.sys:

SHELL=C:\WINDOWS\COMMAND.COM /p /e:32000

My own experience with this problem (and the irrational behavior of the
recently-used file list) indicates the core editor ("LPEX") is not working
properly during the termination phase, even though the developer claims it
is.  I just kept checking the Quit Exit option in the command shell at the
beginning of every session; at some point the registry/control files were
updated and the option remained in place.
