Service Pack 3 appears to be now available at:
http://www14.software.ibm.com/webapp/download/product.jsp?s=p&pf
=&type=s&postsb=&id=MFRS-4KMTVW

There are two versions:
1) WebUpdate (only downloads needed components)
2) Complete Download version.

The README can be accessed at:
