We got it working by doing a:
Regedit
HKEY_CLASSES_ROOT

add/find .mbr
add/modify string key  "Content Type" (no quotes)
modify value to "text/mbr" (no quotes)

I am still hoping to be able to do something like:

HTTP://gdisys:81/QSYS.LIB/ROB.LIB/QPGMSRC.FILE/AA.MBR


I see that .mbr seems to be associated with Code already.  I did the
following:
Start, Run, cmd
copy con deleteme.mbr
DELETE ME!<F6>
deleteme.mbr<Enter>
And it started up code.  Now I just want to pass the link.  Or should I be
taking this over to the web400 list?

So are you saying it would have to be an attachment and not a link like
mailto or some such thing?

If it has to be an attachment, then would I do it in a text like file, and
say give it an extension like .CODE.  Then when you launch that attachment
it would run some program, which would read that attachment and then launch
codeedit passing it the proper parameters?  Gee, I've not written a PC
based program in years.  Not counting simple batch files.

Rob, I think this is controlled by the file associations in Windows.
Depending on the Win version, they get set differently, but are all
probably
in the registry.  I think you could add an entry for codebrws (the
browser).
Your default should be to bring up codeedit.
