Not relative to Code/400, but I've seen this behavior from Windows9x (too) many times. It can usually be traced to abends of prior installs and not clearing the tmp files they created. Take a look in your temp folder (C:\TEMP or C:\WINDOWS\TEMP or other depending on your environment variables) and get rid of extraneous sub folders and temp files. Some may be locked by running processes, a reboot first can sometimes help. Then try setup again and it usually runs fine.
